Every role is assigned capabilities that define what that user can do or not. Here on this settings page, it allows the administrator to manage roles that can access the Google Sheet page ( License, Integration, Settings ) and Google Sheet Pro tab under each Contact Form Edit.
By default, the administrators have full access.
This setting is made for security reasons so that no other user role can deactivate and authenticate with their account.
